2024 mein European Commission ne China se import hane wali electric cars par extra protectionist tariffs impose kar diye. Ye step isliye liya gaya because EU ne investigate kiya tha ki Chinese manufacturers ko government subsidies mil rahi hai, jis se competition unfair ho raha tha.
Jab ye tariffs impose ho gaye, uske baad Brussels or Beijing ke between new negotiation process start hua. Ab lagta hai result bhi aa gaya hai: Europe ne China ko in traffis ka ek alternative offer kiya hai, ek minimum price commitment, so that both of the powers ke between trade tension thodi kam ho sake.
Minimum price Vs tariffs
"Price commitment" ka matlab simple words mein ye hota hai ki exporter agree karta hai ki wo apna product importing market mein ek fixed minimum price se below nahi sell karega.
Basically, Chinese brands ko Europe mein apni electric cars ek minimum price par hi sell karni hogi, usse cheap nahi.
Aur aap soch rahe hoge, ye tariffs se different kaise hua?
Matlab brands ko phir bhi apni prices increase karni hi padengi, jaise wo abhi kar rahe hai, so that tariffs ka impact cover ho sake. Worst case scenario mein ye tariffs 35.3% tak jaa sakte hai, or in addition jo existing %tariff hai, wo separate hai.
Bilkul same nahi hai (whether consumer ko waisa hi lage), because ab Chinese brands original price or jo minimum price decide hui hai uske beech ka difference apne paas rakh sakenge. Pehle unhe ye difference EU tariffs ke form mein pay karna padta tha. Agar wo apna commitment poora karte hai, then maybe tariffs pay karne se bach sakte hai ya kam pay karna padega, but ye abhi dekhna baaki hai.
European Commission guidelines publish karegi jisme bataya hoga ki minimum prices ka process kaise implement hoga. Ab Chinese manufacturers ko EU ke paas separate applications submit karni hogi or apne minimum prices EU body ke saath coordinate karne padenge. Unka kehna hai ki ye agreement World Trade Organization (WTO) ke rules ke according hai.
China Chamber of Commerce ne in negotiations ke result ko welcome kiya hai. Unka kehna hai ki isse unke manufacturers or suppliers ke liye ek zyada stable or predictable environment banega. In companies ko apni bids submit karni hogi, jisme minimum import price, sales channels, cross compensation or EU mein future investments jaise details include ho gaye.
Us time pe Chinese government ne Europe pe attack kiya tha, bolte hue ki Europe WTO rules break raha hai because wo protectionist tariffs laga raha tha, means Asian electric cars ke flood se European brands ko protect karne ke liye. Iske response mein, China ne bhi return mein Europe ke other sectors pe tariffs laga diye, jaise pork, dairy products or brandy.
Chinese brands ne ek or method se bhi apna move chal diya hai: zyada plug-in hybrid vehicles ko fast track kar rahe hai, because in par extra tariffs nahi lagte or saath hi hamare country mein new factories build karne or unn mein invest kar rahe hai. BYD, CATL, Chery or Leapmotor jaise brands is race mein front foot par hai, or other companies bhi jaldi join karengi.
